The Andover Police Department (APD) has one Black Cat II with results that are not published and are only available to the public through a Town of Andover Records Request.
When I noticed a Black Cat II on my street (Summer Street), I initiated an APD Records Request. Data was collected from Tuesday, March 21st to Friday morning, March 24th. Highlights of the data collected on the Black Cat were:
Going down the hill from Highland Road on March 22nd from 14:00 to 15:00 97% of the of the vehicles exceeded the 25 MPH speed limit. (37 out of 38 vehicles were speeding)
Over the 3 day period the data shows that 81% of the vehicles traveling in Direction 1 were traveling above the 25 MPH Speed Limit, and 85% in Direction 2 were traveling above the 25 MPH Speed Limit.
If you normalize the data by removing the vehicles traveling from 0 to 15 MPH due to residents entering and exiting driveways close to the location of the Black Cat II the average percentage of vehicles exceeding the 25 MPH Speed Limit traveling in both directions was 86.5%.
